  • 24 ounces crushed tomatoes
  • 15 ounces tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.333 cup light brown sugar

  1. Preheat the oven to 350°F. Prepare the cabbage by removing the core and blanching in boiling water for 3-4 minutes until wilted. Drain and set aside. In a large skillet, cook the ground beef with chopped onion over medium heat until browned. Drain excess fat.
  2. Add uncooked rice, chili powder, garlic powder, salt, and pepper to the meat mixture. Stir in crushed tomatoes. Spread the cabbage leaves in a baking dish, layering them evenly.
  3. Pour the meat mixture evenly over the cabbage layers. Mix together tomato sauce, brown sugar, and vinegar, then pour over the casserole. Cover with foil and bake for 90 minutes. Uncover and bake for an additional 10 minutes until bubbly. Let stand for 5 minutes before serving.
