  • 24 oz crushed tomatoes
  • 15 oz tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.33 cup light brown sugar

Preparation Steps
  1. Preheat the oven to 350°F. Spread the cabbage across the bottom of a 9x13 inch dish. In a large skillet, cook the ground beef and chopped onion over medium heat until browned.
  2. Drain excess grease, then add rice, chili powder, garlic powder, salt, and pepper to the skillet. Stir in crushed tomatoes and cook until combined. Spread the meat mixture over the cabbage in the baking dish.
  3. Mix tomato sauce, brown sugar, and vinegar. Pour over the mixture in the dish. Cover with foil and bake for 90 minutes. Let sit for 5-10 minutes before serving.
