- Preheat the oven to 400°F. Line a rimmed baking sheet with aluminum foil and place a wire rack on top. Spray the rack with non-stick spray.
- In a large bowl, whisk together olive oil, lemon zest, minced garlic, Italian seasoning, and paprika.
- Pat chicken thighs dry with paper towels, then add them to the bowl with the oil mixture. Toss to coat evenly.
- Arrange chicken thighs on the prepared rack, skin side down. Season with salt and pepper.
- Bake for 35 to 45 minutes, until the skin is crispy and the internal temperature reaches 175°F.
- Serve warm with lemon wedges and garnish with chopped parsley if desired.
